OVERVIEW OF THE POSITION

The overall objective of the project is to use an evidence-based approach for programming and implementing interventions in the Horn of Africa region, as well as to inform policy around the themes of the client’s operations in the region.

GENERAL FUNCTIONS

Role objective:

The Senior Programme Manager for Monitoring will have a demonstrated ability to provide leadership to monitoring experts’ teams, and to communicate with users and policy-makers in an effective manner. Proven monitoring and evaluation skills are essential, as is experience of capacity development.

Expected output:

The key expert has the responsibility to delivering the following outputs:

· A functional M&E system and database with indicators, questionnaires, reports and dashboards;

· A functional M&E system and database with indicators, questionnaires, reports and dashboards;

· Regular monitoring reports produced by the team for publication, including progress of all projects against the performance dashboards’ indicators.

· Regular reports on progress against the performance dashboards, on a demand basis, but expected at least quarterly

· At least 5 analysis reports and 5 case study reports produced per year. The topic, content, and size of the report will depend on the findings of the monitoring work

· The experts will also have to provide progress reports on the implementation of the MLS (both interim and final). These will focus in particular on the implementation of the learning strategy, reporting on the intake of the MLS monitoring findings by project practitioners and policy makers.

Project reporting:

· This position reports directly to the Team Leader

Team management:

· The Senior Program Manager for Monitoring will directly supervise the Monitoring and Evaluation Team

ESSENTIAL EXPERIENCE

Education:

· Master’s degree in Development Studies or International Relations, or Equivalent Is Required..

Work experience:

· Minimum of 8 years of demonstrable relevant Monitoring & Evaluation experience and/or minimum of 8 years of demonstrable relevant Project Management experience.

Geographical experience:

· Minimum of 8 years of experience in Africa with local experience in Somalia is an advantage.

Languages:

· Fluency in English is essential.

Key competencies:

· Preferably 15 years of work experience in an international development context but a minimum of 8 years is required.

· Experience in the provision of technical assistance in monitoring and evaluation.

· A minimum of 6 years of experience in developing and managing results-based managing systems, information management systems, outcome and impact indicators, as well as in methodologies for data collection, measurement and reporting.

· Professional experience in the Horn of Africa region on migration, displacement, conflict or fragility is required.

· Previous work experience with the European Commission is an advantage.
