Job Vacancy: Supply Chain and Procurement Officer
Position Summary: Busara is a behavioral science research and advisory organization that conducts projects across a wide range of sectors and disciplines, including financial inclusion, health, and governance.
In four years, we have grown from four people in our Nairobi office to over 100 across the region.

Our primary operations are in Kenya, where our Nairobi office coordinates operations for dozens of projects across the region.

The Supply Chain and Procurement Officer manages the supply of products and services that Busara needs to procure in order to keep the organization and dozens of projects running at any given time.

In addition to procuring products, the Officer will be responsible for ensuring that those products are properly received, documented, accounted for, and efficiently transported to project teams on time.
The Officer also takes responsibility for documenting and maintaining all assets and inventory, partnering with the Project Operations team to ensure that projects receive the equipment they require on time.

The ideal Officer proactively negotiates with external vendors and is committed to full, accurate, and detailed documentation of every purchase.

Ultimately the Officer is committed to constantly finding ways to reduce spending, enabling Busara to invest more in growth and people, all while strictly adhering to Busara’s procurement policies and procedures.

Core Responsibilities

  • Manage procurement planning and supply chain activities, inventory control, distribution to project teams, in order to avoid costly delays
  • Ensure effective lines of communication between project teams and Operations with respect to procurement activities
  • Request quotations for approved products and services and approve orders
  • Prepare clear Purchase Orders and amendments that meet with Busara’s requirements
  • Examine and test existing supplier contracts
  • Perform due diligence on all suppliers and contracts, ensuring that every supplier is properly vetted and complies with Busara’s requirements and documenting all findings
  • Proactively introduce process improvements for sourcing and inventory management
  • Ensure on time, properly documented delivery of products to Busara and our project teams
  • In partnership with project teams, prepare procurement plans and monitor their implementation
  • Clearly document the procurement process for each purchase and maintain constantly up to date procurement records
  • Develop and meticulously manage Busara’s supplier roster and supplier selection and evaluation processes
  • Track and report procurement metrics to reduce expenses and improve effectiveness
  • Prepare monthly, quarterly, and annual procurement plans and progress reports for project teams
  • Negotiate with suppliers in the event of poor performance against contract or non-compliance
  • Perform contractually agreed activities, including verification of goods
  • Coordinate asset and inventory management for all expendable and non-expendable products purchased for projects
  • Initiate asset tagging, verification, maintenance, monitoring, and disposal as needed
  • Monitor the shelf life of all assets and equipment, ensuring that all are stored safely and securely as appropriate
  • Monitor Busara and specific projects to ensure that there is no waste, fraud, or misuse of equipment or other items or services procured
  • Deliver trainings to project staff on proper procurement practices and asset management
  • Negotiate with external vendors to secure advantageous terms
  • Conduct thorough searches for potential suppliers, consulting technical experts within Busara where necessary
  • Working with technical experts and/or project teams, clearly define specifications for all potential procurements to ensure they meet with the needs and expectations of the organization
  • Control expenditure and build a culture of long-term savings in procurement
  • As needed, manage the logistics around product delivery, ensuring that all required products are delivered to project teams on time
  • Prepare strategies to address supplier delays, changes, etc., if they occur
  • Consistently demonstrate good judgement, ability to read the market, and open communication
Core Requirements
  • Academic qualifications in Procurement, Supply Chain, Business Management, or a related field
  • Experience in procurement and/or supply chain management
  • CIPS certification preferred
  • Ability to work with little supervision and track multiple processes
  • Experience with procurement management and logistics software preferred
  • High level of attention to detail
  • Highly competent in the use of computer applications and systems
  • Excellent written and verbal communication skills
  • Outstanding organizational and coordination skills
  • Knowledge of relevant laws and regulations in the East Africa region
